"If it qualifies, once it qualifies, I think everything changes," said Bill Whalen, a former speechwriter for former Republican Gov. Pete Wilson and research fellow at the Hoover Institution at Stanford University. "I think they will go out, and they will do a poll and make an assessment of Davis. As much as you vilify Issa and try to make this a Republican cabal, you still have to vote up and down on Davis."
